Toxic behavior inside of the server or Discord will not be tolerated. Toxicity refers to behavior intended to demean, humiliate, or aggressively target another player outside the bounds of normal roleplay. - A player repeatedly yells insults and profanity at another player over voice chat in a way that is clearly intended to harass or degrade them rather than continue the roleplay scene. - A player uses emotes or scenes to urinate or defecate on another player in order to humiliate or degrade them. - A player becomes excessively hostile toward others in voice or text chat in discord, creating a disruptive or aggressive environment.

Staff should be respected at all times when you are brought into a ticket for questioning. It is their job to investigate the situation. Any form of staff disrespect will authorize the staff member to apply double punishment for the violation if felt necessary. This includes but is not limited to closing a staff ticket that you were pulled/opened regardless of reason.

Any montage or compilation video created using footage from NERP that portrays the city in a negative, disrespectful, or defamatory manner will result in severe consequences. Violations of this policy may include: - Permanent ban of the individual(s) responsible for creating or sharing the montage. - Full gang disbandment and bans if the montage features gang-related clips and can be tied back to a specific group. This is a zero-tolerance policy. There will be no exceptions or appeals once confirmed. If you’re unsure whether something is appropriate to post or share, it’s probably best not to. We want our city represented with pride.

Governs the use of external tools, modifications, recordings, and information that may create an unfair or improper advantage.
3rd Party Enhancements
Use of any third-party modifications or applications is prohibited within the city. Examples of some 3rd party enhancements: - Any non-default crosshair (ADS only; no F8 edits or overlays) - Visual mods that brighten, remove, or alter environments (night/day changes, foliage removal, water removal, stretched resolution, FOV manipulation) - Audio packs that provide advantage (footsteps, hitmarkers, downed indicators) - Aimbot / Aim Assist - Bullet Penetration - Tracer Packs Note: Approved visual overhauls (e.g., NVE) are permitted provided they do not remove environmental limitations.

Metagaming is defined as utilizing knowledge that your character would not know in the city. Examples of Metagaming: - A player receives a message in Discord telling them there is a gang shootout currently in the city. The player in discord then proceeds to fly in and directly act on that information even though their character had no way of knowing it. - A player is watching another player's livestream and sees their location during a robbery. The player then travels directly to that location in the city and uses that information to interfere with the scene.

Direct linkBodycams/Recorded Footage
A “bodycam” or “go-pro” is referencing any form of videos that can be used as video evidence within roleplay. Bodycam is only acceptable under these circumstances: - If wearing a bulletproof vest, a bodycam must be visibly attached over the vest for evidence to be used. - If you are wearing a pair of glasses that would logically have the technology fittable to it, you may use it to record what you see visually, but only if you do a proper /me at the beginning of the footage to indicate the start. - If you are recording only audio, there must be an item indication (Ex. an earpiece or microphone) and a proper /me at the beginning of the recording to indicate the start. When this is done, even if you also recorded footage, only the audio is acceptable. Additional Notes: This rule does not impact player reports. Recorded footage from third-party software is still allowed for OOC reporting purposes.

Establishes standards for character creation, multiple characters, departmental separation, and approved storylines.
Characters
Characters are required to be 18+ years old. These names must be semi-realistic while not including offensive puns, double entendres, explicit language, or anything overly stereotypical or potentially offensive to any group. Staff will have final say in whether or not a name is seen as breaking this rule and will pull you into a ticket to handle a character rename.
Direct linkMultiple Characters
We allow players to have multiple characters, such as criminal, LEO, DOJ, civilian, etc., with certain limitations to ensure fair and immersive roleplay. Characters may not reference each other directly, and one character should not know any information learned by another character (e.g., your criminal character cannot use knowledge gained from SOPs that your LEO/DOJ character possesses.) There are some restrictions when it comes to having multiple characters: Law Enforcement Officers (LEO)/Department of Justice (DOJ): - You may have a LEO and a DOJ character, however they must be separate characters/entities. - Players with characters in both LEO and DOJ cannot hold positions of power or leadership (e.g., High Command, Department Heads, or Justice roles) in both departments. You must choose the career path where you wish to pursue a leadership role. - DOJ characters cannot work on cases involving their other characters, including cases involving gangs or organizations their other characters are associated with. - Players may hold both LEO/DOJ roles and gang affiliations (on separate characters), but they cannot be a high ranking command member of any LEO, EMS, or while holding any Justice position within the DOJ while being a high ranking gang member or gang leader. - Players holding high-profile positions in both PD and DOJ are held to a higher standard of roleplay integrity. Any suspicions or reports of character bleeding will be thoroughly investigated. Violations may result in warning points and potential loss of PD/DOJ roles. - You cannot have both a LEO character and a K9 character. Emergency Medical Services (EMS/SAFR): - If you wish to be part of both the Police Department (PD) and Emergency Medical Services (EMS/SAFR), you must have two separate characters, one for each department.However, only one of those characters may hold a command position

Any and all sexually explicit or nude activities must be conducted in the privacy of your own apartment or home. These activities are not permitted in public spaces, ERP is strictly prohibited while streaming on any platform. Additionally, any discussion, implication, or reference to sexual activity is prohibited on in-city social media apps (e.g., Birdy, Yellow Pages, etc.).

FailRP/Low Quality RP
Defined as failing to roleplay out a situation. The items below are a short list of examples but are not all scenarios of LQRP/FailRP. Examples of FailRP/Low Quality RP: - Cop Baiting: A player intentionally commits a crime directly in front of police officers with the sole purpose of provoking a chase or confrontation rather than creating meaningful roleplay. - Crim Baiting: A player intentionally attempts to provoke criminals into conflict without valid roleplay reasoning, such as placing scenes on gang territory or repeatedly taunting members of a group to force a reaction. - A player robs multiple stores or locations back-to-back, within a 5 minute timeframe, with little to no roleplay between each robbery. - A player repeatedly engages in violent crime such as shooting, robbing, or killing others without building meaningful roleplay or context for the actions. (GP>RP aka Gunplay over Roleplay). - A player targets and attacks multiple officers across the city because of a conflict with a single officer, rather than continuing the roleplay with the individuals involved in the original situation.

When a player performs actions that are unrealistic, impossible, or that abuse game mechanics to gain an unfair advantage in roleplay, rather than allowing the scene to play out naturally through RP. Examples of Powergaming: - A player continues driving a vehicle while fully restrained in handcuffs, or carries an individual inside a vehicle that is only allowed because of a game mechanic when it would otherwise not be possible. - A player locks another individual inside a business or building and leaves the scene, preventing them from continuing roleplay or interacting with others. - Utilizing skates or other items to avoid being tackled by police due to game mechanics. - Utilizing the formula 1 style vehicle in the commission of a crime.

You are required to value your life and the lives of others. This is the act of treating your character’s life as your own. Along with this, avoid needlessly endangering the lives of others without significant RP-driven reasoning. This rule promotes realistic and immersive roleplay where actions reflect self-preservation and respect for other characters, while still allowing for meaningful conflict and crime. Examples of Valuing Your Life: - A player has multiple firearms pointed at them during a robbery and complies with the demands in order to avoid being harmed. Examples of NVL (Not Valuing Your Life): - A player has firearms pointed at them during a robbery but refuses to comply and instead attempts to attack the individual or threatens them despite having no reasonable chance of survival. Examples of NVL (Not Valuing Others’ Life): - A player attacks or kills a civilian who is not involved in any conflict and poses no threat, without any meaningful roleplay or situation that would justify the action. Examples of Reasonable RP Exemptions: - Police Officers may refuse to surrender their weapon. Knowing that doing so could escalate danger to others or reflect their commitment to duty - A gang leader may refuse to comply with threats, relying on the belief that their allies will rescue them or valuing reputation over immediate survival - Law enforcement character may risk their life to protect hostages/innocents, prioritizing morality or duty over personal safety

Random Death Match is defined as randomly killing someone with no intention to RP. Examples of RDM: - An individual drives into Benny's and begins shooting multiple civilians with no prior interaction, conversation, or roleplay reasoning.

VDM refers to the act of intentionally using a vehicle to kill, or otherwise disrupt another player or group in a manner that does not align with realistic roleplay or the server’s roleplay standards. Examples of VDM: - A player intentionally runs over with intent to kill another individual with no prior interaction, conversation, or roleplay reasoning, that would not make sense to the scene.

Initiation is defined as the act of introducing an RP scene to an individual. You are not allowed to just walk up to someone and begin shooting. Proper initiation is mandatory for any and all hostile acts of roleplay. You must ensure that the other person(s) can clearly hear you. Example of improper initiation: - A player approaches another individual, points a firearm, and clearly states: “Stop moving, hands up, don’t do anything stupid, or it'll be the last thing you do.”

Interjection is defined as joining a scene without being called or requested. Meaning you may not do anything that messes with the integrity of the scene. Examples of interjection include but are not limited to: Example of Interjection: - A player sees their friend being detained by police and drives into the scene attempting to ram the police vehicles even though their friend never called for help.
Direct linkAmbushes
Ambushes are permitted as a surprise tactic; however, there must be prior initiation or interaction from at least one member of the group conducting the ambush to justify the course of action with the individual involved in the ambush. While not every participant needs to engage in the initial interaction, the ambush must stem from established RP and remain plausible within the context of the situation. Participants must join the ambush in a manner consistent with ongoing RP and cannot be brought in solely to shift the balance of power. In an instance you attempt an ambush, you may not take anyone to a location where you are guaranteed higher numbers (Ex. gang compound/turf). Examples of a proper ambush: - A group has had multiple prior confrontations with another person or group that establishes ongoing conflict. After encountering them again, one member initiates contact with the individual. Once the interaction begins, additional members who were already nearby emerge and begin the ambush.
Direct linkMedical, Incapacitation, and Recovery Regulations
Governs medical scenes, incapacitation, hospital protections, recovery, and post-incapacitation conduct.
Green Zones
Medical Facilities are all considered Green Zones, and this now includes: - The interior of the hospital - Residents at the counter of PDM - The exterior grounds (sidewalks, parking lots, ambulance bays, etc.) - The street directly in front of the hospital - Any area where interaction is clearly intended to exploit proximity to a medical facility to avoid or escalate conflict Crimes are not permitted in or around medical zones under any circumstance. This includes violent or criminal roleplay, baiting others into conflict, or using the area to avoid consequences.
Direct linkEMS/Medical Treatment
Medical roleplay is vital for when incidents that down you occur. You are not allowed to respawn if you have been notified that EMS are en route. After being revived from an incapacitated state by EMS, you are considered to be in Medical Custody until told otherwise by EMS. If EMS are on duty you must call them for assistance and wait 10 minutes for a response before self-transporting unless told otherwise by EMS in a response. Aggressors may not re-initiate after the victim has been revived if intentionally killed by the aggressor. You are not allowed to leave the ICU, unless you have been in the ICU for 24 hours (You are in agreement that your character is in the ICU for the allotted time). Any conflict with EMS must have valid roleplay reasons. EMS is not to be taken hostage for criminal activities such as heists and robberies while on duty.
Direct linkNew Life Rule (NLR)
If you are transported to a medical facility and roleplay medical treatment, you will remember everything that led up to your flatbacking. If you take the light instead of being transported (flexing your e muscle), your character will forget all information, and you will not remember the last 30 minutes that led up to you flatbacking, and will not be allowed to remember unless they are told what happened by someone else. Example: - A player is downed during a shootout and chooses to take the light because no one is available to transport them. After respawning at the hospital, the player begins telling others who shot them and attempts to confront the individuals involved. This would be a violation of NLR, as the player would not remember the events that led to them being downed unless another character informs them through roleplay. - A player is downed during a shootout near Pacific Bank and is transported to the hospital. After receiving treatment, the player immediately returns to the same location to collect their vehicle and observe what happened. This would be a violation of NLR, as players must wait at least 15 minutes before returning to the area if doing so would impact the ongoing roleplay scene.

Hostages
Hostages must be genuine. Both parties will be found at fault if hostages are not legitimate. Examples of fake hostages: - Staging someone to be a hostage Examples of hostages you cannot take: - Business workers as hostages from inside of an open business (This extends to food trucks workers. If a business employee is working an event, they are also covered by this rule.) - On Duty EMS workers - On Duty DOJ workers - NPCs

Criminal activity is limited to 5 participants per group. Any small job, you are allowed to have 5 people (4+ a lookout). For larger jobs, you are allowed to have up to 6 people (5+ a lookout). *Important Clarification: A lookout must remain strictly non-engaged, no physical involvement in the scene. They are a lookout only. Examples of Small Jobs: - ATM Robbery - Digital Den Heist - Fleeca Bank Heist - Smash and Grab - Vangelicos Jewelry Store Heist - Meth Run Heist - Oxy Run - House Robbery - Store Robbery - Corner Selling Drugs (Not on your own turf or not in a gang) - Bank Truck - B,C, and D tier vehicle boosts - Prison Transport Examples of Large Jobs: - Pacific Bank Heist - Yacht Heist - Bobcat Heist - Oil Rig Heist - Underground Heist - Union Heist - Art Gallery Heist - Paleto Bank Heist - A and S tier vehicle boosts - Prison Breakouts - Vin Scratch If another party commits a crime against your group, and you already exceed the 5 person limit, you are allowed to defend yourself until the end of the altercation. Scenarios for following the exception - Jeff and 10 of his friends are hanging out at the arcade. A group of 5 comes up and attempts to rob Beau. Beau and all 10 of his friends are allowed to defend themselves. - Ben and 4 of his friends see 8 cops at the gas station and decide to rob them. All 8 cops are allowed to defend themselves. Scenarios for not following the exception - Jimmy and 4 of his friends are running from the police. They arrive at their known hang out spot, and 5 of his other friends are there. The 5 people who are already there are not allowed to engage. - Cletus and 4 of his friends are hanging out in their known area. Cops roll up and attempt to arrest him so they decide to shoot at the cops. Calling for more help is not allowed.
Direct linkGang and Civilian Conflict
To ensure fair and balanced conflict between gangs and civilian groups, the following rules will apply to all violent encounters: - A 60-minute global cooldown will be enforced after any gang/civ conflict involving violence. This includes the use of firearms, melee weapons, or any action that results in an individual being downed. - Proper initiation must take place before any conflict begins. - Retaliation requires a 30-minute global cooldown, regardless of whether you are part of a gang or a civilian group. - Civilian groups are not permitted to initiate conflict over turf, as they are not recognized by The Underground. This rule is in place to promote roleplay quality, discourage chain conflict, and maintain balance across all groups in the city.
Direct linkPocket Wiping
Pocket Wiping is defined as taking everything on a person, including a player's food, water, phone, or radio during a robbery. This rule applies even when you are at war with another group. Items other than the food, water, phone, and radio are fair game and can be taken. Items NOT allowed to be taken: - PD Cameras [This is a physical item in their inventory, not a body cam] (this is due to a discord webhook that the images taken with them go to a discord channel) - PD Class 2, bean bag shotgun, or higher weapons. If they have a pistol and/or ammo, you may take that. - Essential items such as food, water, phones, and radios.

You may not commit any criminal activity that notifies the police, in the last 30 minutes leading up to a server restart (when you hear the weather sirens). You may not commit any crime in the first 15 minutes after the server restart. Examples of allowed activities: - Traffic Infractions - Crimes already in progress before the alert Clarifications on already in progress crimes: - You are actively robbing a store/bank or at any other heist. *Getting a job for a heist does not classify as starting the heist, starting the heist is when you get to the location and start the activities of the heist (when the cops are called)

Prison breaks are allowed. However, you may not use a helicopter to break someone out of prison unless they are in for a lengthy amount of time: 60 months or more.
Direct linkPursuit and Vehicle Engagement Regulations
Establishes vehicle, pursuit, repair, and engagement standards during law enforcement-related scenes.
Vehicle Repairs During Active Pursuits
Limited Repairs in Active Pursuits: Vehicles being actively pursued by law enforcement may be repaired once during the chase, provided that: - Law enforcement still has line of sight or the ability for physical contact (e.g., close proximity for interception). -For a safe exchange of the repair, it is highly advised that a hostage be used as leverage to ensure proper roleplay. Law Enforcement Counter-Repair: - If a suspect repairs their vehicle during an active pursuit OR suspects swap to another vehicle, law enforcement is then permitted to repair their own vehicles in response (SOP will be updated to reflect this). Repairs Outside of Pursuit Context: - If a suspect’s vehicle is no longer within visual contact of law enforcement for at least one minute (including air units), and there is no possibility for law enforcement to interrupt the repair, then the repair does not count towards the one-time repair limit.
Direct linkVehicle Limit During Police Scenes
When criminals initiate or become involved in a scene with PD, they are allowed up to four (4) unique vehicles to use throughout that scene. The four-vehicle limit applies to all vehicles involved in the criminal operation, regardless of how the vehicle is being used. - Primary Vehicle: The vehicle being actively used by the suspect. - Swap: Changing from one vehicle to another during the scene. - Pickup: Another vehicle arriving to pick up a suspect or involved party. - Interference: A vehicle arriving to interfere with or assist in the scene. - Block: A vehicle being used to block roads, PD vehicles, or otherwise assist the operation. In situations involving a high-threat suspect or a vehicle designated Code Red, PD may terminate the pursuit early in accordance with established PD SOPs. This may occur regardless of the number of unique vehicles used. Returning to a vehicle that has already been used does not count as an additional unique vehicle. IMPORTANT: The four-vehicle limit does not override any existing scene limits or server rules. All applicable scene limits, including limits on participants, criminals, or other involvement, must still be followed.

Governs housing, asset ownership, transfers, wills, and the disposition of property.
Housing
All housing MUST be acquired through a realtor, doing so through other means will result in the home being removed. If interested in purchasing a home, please open a housing ticket and talk with a realtor to get squared away. We will not provide compensation for homes removed due to this.

If you choose to permanently (perma) end your character for any reason, the transfer of assets must follow these guidelines: Requirements: - You must have an official will and testament signed, dated, and notarized by the Department of Justice (DoJ) - Without a notarized will, no assets will be transferred post-perma under any circumstance Assets That CAN Be Transferred: - PDM vehicles (purchased from dealerships) - Boosted vehicles -Bank accounts - Items inside houses (if beneficiary has keys to the property) Assets That CANNOT Be Transferred: - Houses/properties (script limitation) - VIP vehicles - Illegal items (Class 2+ weapons, drugs, etc.) Transfer Restrictions: - Assets cannot be transferred to another character that you play - Assets cannot be transferred to a person who would then transfer those assets to another character you play
Direct linkAsset Dumping & Improper Asset Transfers
Asset dumping is defined as the intentional giving away, selling for unrealistic value, destroying, or transferring a large portion—or all—of a character’s assets for the purpose of avoiding consequences, bypassing progression systems, or circumventing server rules. This includes, but is not limited to: - Giving away all or the majority of your money, vehicles, items, weapons, or properties shortly before leaving the server, extended leaves from the server, or character deletion - A permanent ban, investigation, or expected punishment - Mass transfers of assets to friends, gang members, or businesses with no meaningful or realistic RP justification - “Fire-sale” style transfers (selling high-value assets for $1 or otherwise unrealistic values) - Giving away assets with the intent for them to be returned to another one of your characters - Destroying or intentionally discarding assets to avoid seizure, loss, or RP consequences The following are allowed only with proper roleplay and/or staff approval: - Court-approved or DOJ-notarized wills (see Wills section) - Business-related asset transfers that follow BBB rules and realistic RP - Staff-approved story-driven character exits (Leadership ticket required) - Legitimate transactions conducted over time that reflect realistic value and RP intent

Establishes reporting procedures, enforcement standards, disciplinary authority, and administrative discretion.
Report Issues
It is never okay to DM a staff member. You are to use the ticket system in place to contact staff. Fill out a Player Report if you feel someone has broken a rule by including clips and/or screenshots of the incident or submit a bug report via the forum if something seems to be not working as intended.

Reports in retaliation to someone reporting you or with toxic intent after a non rule-breaking interaction in-character is not permitted. Player reports older than 3 days are also deemed insufficient. Reports must be done ASAP to ensure scenarios are fresh memory. An exception to this if you’re gathering evidence to showcase a habit of violent crimes with no valid RP.

Appeals for unappealable bans are not common and are only granted in rare circumstances. All approvals require a majority vote between Directors and Deputy Directors. Any resident who is allowed back into the community following an appeal, if you are banned again for the same reason you were banned previously for your ban will be moved back to permanent. In rare circumstances, exceptions to this policy may be considered. These exceptions must be brought to Leadership and require a separate majority approval to be granted.
